On July 7, 2016 as part of the national political dialogue (NPD) of stakeholders “Rethinking water safety for Ukraine" an expert discussion was held.

The discussion was focused on gaps in the existing legislation concerning the formulation of water safety and water strategy for Ukraine.

The event was held in water information Center "Water Museum" (Kyiv, Hrushevskogo 1b). The initiator of the NPD is the Global Water Partnership (GWP) of Ukraine. The meeting was organized by Ukrainian National Environmental NGO "MAMA-86".

The event was attended by representatives of State Agency of Water Resources, Dnipro basin management of water resources, Ukrainian center of ecological and water projects, GWP-Ukraine, Ukrainian Hydrometeorological Center, National University of Water and Environment, Scientific Research Institute of Forestry and Agroforestry named after G. Vysotsky, NSDC, the State Institute of management and economics of water resources, Environmental consulting Blue Rivers, the Institute of Water Problems and Land Reclamation of National Academy of Agricultural Sciences,  Institute of  Mnicipal Economy and UNENGO MAMA-86.

The main task of the expert meeting was to discuss the possible gaps in strategic issues, namely the paradigm, principles, approaches, vision problems and methods to overcome them, between the existing documents on water strategy for Ukraine  (including water sections of the Environmental Strategy 2010 and Water Strategy (scientific basis) of water management, bill №3603) and recent international strategic documents: on water security (GWP, OECD, IPCC), water Goal for Sustainable Development (GSD)  #6 and water Directives.

During the discussion such issues were considered as need to move from crisis response and management to a proactive approach to water management based on risk management, implementing access control, to shift from water supply to  service; formulation of water goals, objectives and ways of monitoring arising from international commitments on European integration, GSDs  and the Protocol on Water and Health. The problems of adaptation of water risk management in a changing climate were also discussed, as evidence of the major trends of warming and not restoring the moisture content in the soil since the drought in 2015.

On the basis of the meeting the expert reports on gaps in the existing legislation on the definition of water safety and Ukraine’s water strategy formulation and recommendations to address them will be prepared.
